Is the set of necessary documentation to proceed in obtaining an EAC certification or an EAC declaration. As for the European Union market, also for the EAC Customs Union it is essential to process the technical documentation based on the GOST standards with the characteristics and description of the product.
Technical documentation is required as the basis for conformity assessment.
The main difference between the two market areas is that a technical passport is also required for exports to the EAC area.
If the product does not meet the mandatory requirements, a certificate or declaration cannot be issued and the product cannot be placed on the EAC market.
TYPES OF DOCUMENTATION
The technical passport is the technical document that is issued for each single serial number of the product and refers specifically to it. It is a document intended for the end user. It reports all the technical characteristics: the description of the product, the production date, the main components used and other data.
This document is issued by the manufacturer itself in compliance with GOST regulation 2.601−2013 "Unique system of design and operational documentation". The technical passport contains tables that will be filled in during the lifecycle of the product to record any interventions — with the date and detailed indication of the intervention carried out and by whom it was carried out (for example: intervention to replace one or more components).
The technical passport must be available throughout the life cycle of the machine or equipment. Some details may vary according to the technical regulations to which the product is subject.
The EAC user manual is very similar to the one used in Europe: it differs in the fact that, in the case of the EAC Customs Union market, this document must be drawn up according to GOST standards. The instructions for use can refer to various products, types and models or series with similar characteristics.
The user manual is created according to the GOST R 54 121−2010, GOST R 2.601−2013 and GOST R 2.610−2006 standards and according to the technical regulations of the Eurasian Economic Union:
— TR CU 010/2011 On the safety of machinery and equipment — TR CU 032/2013 On the safety of pressure vessels. It is extremely important to describe the handling, maintenance and installation of the product, in order to avoid any improper use.
Information about the manufacturer, the importer and both addresses of their respective offices must also be reported. The safety indications are fundamental and must be clearly visible and easy to understand. The EAC user manual is produced in digital format and supplied in paper form in Russian together with the product.
The safety manual is a document that contains the risk assessment, information on the minimum safety measures required by design and operating documentation, and the technical documentation. The document accompanies the machine throughout its life cycle. The Safety Manual is a technical document that includes all the criteria regarding the safety of the item from the installation to disposal in compliance with the current environmental regulations.
The safety manual is essential for some products that fall, for example, under the EAC TR CU 010/2011 certification "On the safety of machinery and equipment" and / or TR CU 032/2013 "On the safety of pressure equipment".
The most important requirements for preparing a safety manual are specified in the technical regulations: -TR CU 010/2010 On the safety of machinery and equipment -TR CU 032/2013 On the safety of pressure equipment.
To introduce a product or equipment in the EAC Custom Union, all documents must be written in Russian or in the official language of the respective member state in which the conformity assessment takes place. In addition to the necessary documents, the labels as well (TR CU 009/2011 On the safety of perfumes and cosmetics, TR CU 017/2011 On the safety of light industrial products) must be in Russian.
