Difference between Certificate and Declaration
The EAC certificate officially confirms that the products comply with the GOST technical directives and the so-called technical regulations of the member countries of the Customs Union. Products whose compliance with technical regulations has been confirmed by the EAC certificate can be freely transported and sold in the member states of the Eurasian Economic Union.
The EAC Certificate is an official compliance document that is issued by Accredited Certifying Bodies in the territory of the Customs Union on the basis of test protocols issued by accredited laboratories.
THERE ARE 2 TYPES OF EAC CERTIFICATES:
Serial validity (maximum 5 years)
The Certification Process for the issue of the Certificate with serial validity provides for the analysis of the production sites by accredited experts.
If there are several production sites, it will be necessary to carry out the relative inspections before the expiry of the EAC Certificate itself.
In addition, it will be necessary to test the samples at accredited laboratories in the territory of the Customs Union.
If the samples are too bulky for shipping, there is the possibility of testing at the production site by an accredited technician.
In the event of positive test results, the Certifying Body enters all the data in the single federal register and prints the EAC Certificate.
There are annual inspections at the production sites by the Certifying Body that previously issued the EAC certificate to verify compliance.
The certificate is printed on an official form, which has several forgery-proof elements and is authenticated by the signature and seal of an accredited body.

The EAC Certificate for a single order is issued for a defined quantity of products.
Unlike the previous Certification Process, only the testing of samples is required for the issuance of the Certificate for Single Order.

In the case of a certificate for a single order, the following must be specified: the contract between the exporting company and the importing one, the invoice and the serial numbers of the items to be certified. This certificate is therefore valid only for shipments relating to a specific order and its invoice.
Unlike the previous Certification Process, only the testing of samples is required for the issuance of the Certificate for Single Order.
Therefore, there are no inspections or production analyzes.

EAC Certification scheme
The EAC Declaration is an official document confirming, by the manufacturer, importer or authorized representative, the compliance of the products with the minimum requirements of the technical regulations of the Customs Union. Unlike the certificate, the EAC declaration is issued by the manufacturer or importer himself. All necessary tests and analyzes are carried out by the manufacturer itself or in some cases by an accredited external laboratory. The EAC Statement is printed on a regular sheet of A4 paper.
The task of registering the EAC Declaration with the single register will be the responsibility of the manufacturer’s Declaring Body.

The low voltage equipment involved in this Technical Regulation of Customs Union include electrical equipment with rated voltage between 50 and 1000 V (inclusive) AC and 75 to 1500 V (inclusive) DC.
This regulation is often linked to TR CU 020/2011, also known as “EMC”, as most electrical products, working under voltage, produce electromagnetic fields that could cause electromagnetic interference with other devices.
It is possible to identify the type of document to be issued based on the intended use and customs tariff number: either an EAC Certificate or an EAC Declaration.
The products working under voltage and intended for daily use are generally subject to the EAC Certificate of Conformity (table 1c, 3c, 4c).
The products intended for the industrial use usually require an EAC Declaration.

TR CU 007/2011 applies to products intended for children under 14, including clothing and shoes, strollers and bicycles, books, dishes, hygiene products and others.
If the product is intended for use by children under the age of 3, the State Registration Certificate (СГР) or Hygiene certificate may also be required.

Before entering the market of EAC countries, perfumes and cosmetics must comply with the Technical Regulation of the Customs Union TR CU 009/2011 "On the safety of perfumes and cosmetics": let's take a closer look.
All perfumery and cosmetic products for external use, aimed at beautifying, modifying the appearance, colour or fragrance of body parts must be certified according to this technical regulation. Products that must be ingested, inhaled, injected or implanted do not fall under the group of products that need the mandatory certification.

TR CU 010/2011 concerns the regulations for safety standards of machinery and equipment within the territories of the Eurasian Economic Union. Compared to other TR CUs, the present Technical Regulation is more harmonized with their European counterpart, with minimal discrepancies.
This regulation provides all the indications to guarantee the safety of machinery and equipment during their entire life cycle, from the design phase to disposal.
If the machinery or equipment is destined for dangerous areas, so-called "dangerous production plants (in Russian Опасный производственный объект (ОПО)", the release of the EAC TR CU 010/2011 Declaration will take place according to the scheme 5d.
It will be essential to test all types of products, in order to obtain the Certificates of Conformity for each type.
The tests must be carried out at accredited laboratories registered in the territory of the Customs Union.

The technical regulation TR CU 012/2011 collects the standards and directives for the safety of products and equipment intended for use in explosive atmospheres. All products with the ATEX marking are subject to the TR CU 012 certification. For the EAC market, the certification process for ATEX products is essential and mandatory and takes place as follows:

- Positive outcome of the test / inspection the EAC TR CU 012 Certificate will be released - in approximately 4 weeks.
• In case the EAC TR CU 012 Certification will be issued per order (i.e. certification for a lot or a single unit) it will be necessary to provide the supply contract (only the first and last page of the contract where the number, the date of contract and signatures with stamps). The technical regulation TR CU 017/2011 "On the safety of light industry products" refers to the compliance requirements for light industry products: clothing, footwear and fabrics.
Each product must undergo test protocols in laboratories on the territory of the EAC Customs Union; the required procedure is established mainly on the basis of the type of product and the composition of the materials.
The following products are subject to the present technical regulation:
Most of the products fall under the declaration of conformity, whereas all garments in direct contact with the skin (for example: underwear, swimwear and bed linen) fall under the certificate of conformity.

The technical regulation of the Customs Union EAC TR CU 020/2011 On electromagnetic compatibility establishes the requirements that devices must comply with in order not to cause and not to be subject to electromagnetic interferences.
Note, however, that this technical regulation does not refer to the use of radio frequencies, which are subject exclusively to the national legislation of each EAC Country.

The technical regulation 025/2012 "On the safety of furniture" refers to the requirements of the furniture in order to be placed on the market of the EAC Customs Union.
The parameters considered to evaluate the conformity of the products are the following:

The present regulation applies to equipment operating under excessive pressure.
Generally, the products subject to the TR CU 032/2013 regulation are:
• Pipes and fittings for liquids, gases and vapors of various media with a maximum allowable pressure greater than 0.05 MPa and a nominal diameter greater than 25 mm
• Vessels for liquids and gases with pressure higher than 0.05 MPa
• Boilers for the production of hot water with a temperature higher than 110 degrees and for the production of steam with an excess pressure higher than 0.05 MPa
• Components and parts working under pressure
According to technical regulation TR CU 032/2013 all pressure equipment must be designed and manufactured in such a way that specific risks can be excluded.
The equipment subject to the TR CU 032/2013 regulation is divided into four categories:
1) Category I and II = The product will require a declaration of conformity;
2) Category III and IV = The product will require a certificate of conformity;

The TR CU 037/2016 regulation contains safety requirements for the concentration of certain hazardous substances in electrical and electronic equipment in order to protect life, health and the environment. In addition to this, it allows to avoid misleading actions towards the consumer. The technical regulation specifies the maximum percentage of dangerous substances that a component can contain. It is possible to issue the EAC TR CU 037/2016 Declaration based on the tests used to declare the product compliant with the European ROHS Directive.
If the products did not undergo these tests, it will be necessary to send samples of products to an accredited laboratory registered in the territory of the Customs Union, where the necessary tests will be carried out.
