The EAC certificate officially confirms that the products comply with the GOST technical directives and the so-called technical regulations of the member countries of the Customs Union. Products whose compliance with technical regulations has been confirmed by the EAC certificate can be freely transported and sold in the member states of the Eurasian Economic Union.
The EAC Certificate is an official compliance document that is issued by Accredited Certifying Bodies in the territory of the Customs Union on the basis of test protocols issued by accredited laboratories.
THERE ARE 2 TYPES OF EAC CERTIFICATES:
Serial validity (maximum 5 years)
The Certification Process for the issue of the Certificate with serial validity provides for the analysis of the production sites by accredited experts.

If there are several production sites, it will be necessary to carry out the relative inspections before the expiry of the EAC Certificate itself.

In addition, it will be necessary to test the samples at accredited laboratories in the territory of the Customs Union.

If the samples are too bulky for shipping, there is the possibility of testing at the production site by an accredited technician.

In the event of positive test results, the Certifying Body enters all the data in the single federal register and prints the EAC Certificate.

There are annual inspections at the production sites by the Certifying Body that previously issued the EAC certificate to verify compliance.

The certificate is printed on an official form, which has several forgery-proof elements and is authenticated by the signature and seal of an accredited body.
Single Order Validity
The EAC Certificate for a single order is issued for a defined quantity of products.
Unlike the previous Certification Process, only the testing of samples is required for the issuance of the Certificate for Single Order.

Therefore, there are no inspections or production analyzes.
In the case of a certificate for a single order, the following must be specified: the contract between the exporting company and the importing one, the invoice and the serial numbers of the items to be certified. This certificate is therefore valid only for shipments relating to a specific order and its invoice.

EAC Certification scheme

The EAC Declaration is an official document confirming, by the manufacturer, importer or authorized representative, the compliance of the products with the minimum requirements of the technical regulations of the Customs Union. Unlike the certificate, the EAC declaration is issued by the manufacturer or importer himself. All necessary tests and analyzes are carried out by the manufacturer itself or in some cases by an accredited external laboratory. The EAC Statement is printed on a regular sheet of A4 paper.

The task of registering the EAC Declaration with the single register will be the responsibility of the manufacturer’s Declaring Body.

We are accredited in TR CU regulations of the Customs Union
TR CU 004/2011 “On safety of low voltage equipment”
The low voltage equipment involved in this Technical Regulation of Customs Union include electrical equipment with rated voltage between 50 and 1000 V (inclusive) AC and 75 to 1500 V (inclusive) DC.

This regulation is often linked to TR CU 020/2011, also known as “EMC”, as most electrical products, working under voltage, produce electromagnetic fields that could cause electromagnetic interference with other devices.
It is possible to identify the type of document to be issued based on the intended use and customs tariff number: either an EAC Certificate or an EAC Declaration.

The products working under voltage and intended for daily use are generally subject to the EAC Certificate of Conformity (table 1c, 3c, 4c).
The products intended for the industrial use usually require an EAC Declaration.
The declaration scheme is chosen by the representative or importer.

007/2011 On the safety of products intended for children and adolescents
TR CU 007/2011 applies to products intended for children under 14, including clothing and shoes, strollers and bicycles, books, dishes, hygiene products and others.

If the product is intended for use by children under the age of 3, the State Registration Certificate (СГР) or Hygiene certificate may also be required.

List of products that are subject to EAC declaration according to TR CU 007/2011:
The following product groups are subject to conformity assessment through EAC declaration
  1. children's clothing from 1 year of age
  2. Winter hats in fur and fabric for children from 1 year of age
  3. wool shoes
  4. books and magazines
The EAC declaration is valid for a maximum of 5 years, if the test reports are issued by an accredited test laboratory or up to 3 years in the case of conformity assessment based on internal company tests.

List of products that are subject to EAC certificate according to TR CU 007/2011:
The following products are subject to conformity assessment in the form of EAC certificate:
  1. Rubber baby care products for hygienic purposes
  2. Plastic and metal baby care products for hygienic purposes
  3. bed linen
  4. underwear
  5. socks
  6. clothing
  7. hats for children up to 1 year of age
  8. Outerwear for children up to 1 year of age
  9. fur clothing and hats for children up to 1 year of age
  10. footwear, other than woolen footwear
  11. strollers
  12. bicycles
The EAC certificate is valid for a maximum of 5 years.

TR CU 007/2011 does not apply to:
  • medical products
  • baby food
  • perfumes and cosmetics
  • sports items and equipment
  • didactic material, textbooks, etc.
  • toys and board games
  • children's furniture
  • customized products

TR CU 009/2011 “On safety of perfumes and cosmetics”
Before entering the market of EAC countries, perfumes and cosmetics must comply with the Technical Regulation of the Customs Union TR CU 009/2011 "On the safety of perfumes and cosmetics": let's take a closer look.

All perfumery and cosmetic products for external use, aimed at beautifying, modifying the appearance, colour or fragrance of body parts must be certified according to this technical regulation. Products that must be ingested, inhaled, injected or implanted do not fall under the group of products that need the mandatory certification.

In order to certify the products, it is necessary to send product samples to an accredited laboratory in the territory of the Customs Union, where the compliance of the composition with the parameters of the TR CU will be verified. The packaging and labelling must also comply.

Some cosmetics containing harsher chemical ingredients require a different type of certificate - the SGR, also known as State Registration Certificate or Hygiene Certificate (-->link). Some examples of products that are subject to the SGR are hair dyes and bleaches, bronzers, whitening or fluoride-containing oral care products etc.

TR CU 010/2011 “On safety of machinery and equipment”
TR CU 010/2011 concerns the regulations for safety standards of machinery and equipment within the territories of the Eurasian Economic Union. Compared to other TR CUs, the present Technical Regulation is more harmonized with their European counterpart, with minimal discrepancies.

This regulation provides all the indications to guarantee the safety of machinery and equipment during their entire life cycle, from the design phase to disposal.

If the machinery or equipment is destined for dangerous areas, so-called "dangerous production plants (in Russian Опасный производственный объект (ОПО)", the release of the EAC TR CU 010/2011 Declaration will take place according to the scheme 5d.
It will be essential to test all types of products, in order to obtain the Certificates of Conformity for each type.
The tests must be carried out at accredited laboratories registered in the territory of the Customs Union.

TR CU 012/2011 - (RUSSIAN ATEX) On the safety of equipment intended for use in explosive atmospheres
The technical regulation TR CU 012/2011 collects the standards and directives for the safety of products and equipment intended for use in explosive atmospheres. All products with the ATEX marking are subject to the TR CU 012 certification. For the EAC market, the certification process for ATEX products is essential and mandatory and takes place as follows:

  • First of all, it is necessary to identify the product category with the relative customs tariff number and the ATEX mark to determine which GOST regulation the product is subject to. Next you will have to establish whether you intend to obtain a certification for serial production (validity from 1 to 5 years) or the certification for single order (of a specific lot or of a single unit).
TR CU 012 always requires an EAC Certificate (and not an EAC Declaration); the product is ALWAYS has to undergo specific tests / inspections in order to obtain the EAC TR CU 012/2011 Certification; also, it is mandatory for said Certificate to be issued by a Certifying Body with state accreditation - not only for this technical regulation 012/2011, but the aforementioned accreditation must include specifically the customs tariff number(s) of the product for which the certificate will be issued. Furthermore, the latter can be issued only and exclusively based on the tests / inspections carried out at one of the laboratories accredited for the TR CU 012/2011 –in this case as well the laboratory must have in its field of accreditation the customs tariff number and type of product that it can certify. This is to guarantee that the given laboratory has the facilities and tools suitable for carrying out the mandatory tests to ensure the safety of the products intended for use in explosive atmospheres.

The certification process takes about 2-3 months, and takes place as follows:
• You need to apply for certification by filling out the questionnaire in which you must indicate:
  • type of product
  • ATEX mark
  • list of ATEX components if present
  • customs tariff number
  • attach the technical drawing and, if available, the user manual

• Once these data are obtained, our technical experts will process the request in about 2-4 working days and you will be provided with the commercial offer.
• Once the offer has been confirmed, the following technical documentation must be processed in Russian:
  • Technical passport
  • ATEX user manual
  • Fire risk analysis
  • Translation and list of essential documentation to be collected for the technical file

• Once the technical documentation has been processed, the product can be tested at the accredited laboratory in Russia or at the customer's facility (only if the GOST regulations allow it).
  • Negative outcome of the test / inspection - a negative test protocol will be issued, thus not allowing the issuance of the EAC TR CU 012 certificate. In this case, any engineering non-conformities will have to be fixed and, once the problem has been resolved, it will be carried out again testing.
  • Positive outcome of the test / inspection  the EAC TR CU 012 Certificate will be released - in approximately 4 weeks.

• In case the EAC TR CU 012 Certification will be issued per order (i.e. certification for a lot or a single unit) it will be necessary to provide the supply contract (only the first and last page of the contract where the number, the date of contract and signatures with stamps). Furthermore, the section in which the item and its quantity are mentioned needs to be provided; it is also required to provide the pro forma invoice or packing list. The contract must be made between the member country of the Customs Union and the supplier.

TR CU 017/2011 On the safety of light industry products
The technical regulation TR CU 017/2011 "On the safety of light industry products" refers to the compliance requirements for light industry products: clothing, footwear and fabrics.

Each product must undergo test protocols in laboratories on the territory of the EAC Customs Union; the required procedure is established mainly on the basis of the type of product and the composition of the materials.

The following products are subject to the present technical regulation:

  • clothes
  • footwear
  • fabrics
  • carpets and upholstery fabrics
  • fur and leather clothing
  • hats, scarves and shawls
  • bed, kitchen and bathroom linen

Most of the products fall under the declaration of conformity, whereas all garments in direct contact with the skin (for example: underwear, swimwear and bed linen) fall under the certificate of conformity.

Products certified according to TR CU 017/2011 must bear the EAC mark on the product, on its label, on the packaging or on the package leaflet. This documentation must also be accompanied by the following information - in Russian or in the reference language of the EAC country where the item is manufactured:

  • Product name
  • Country of Production
  • Manufacturer or authorized representative
  • address of the manufacturer or authorized representative
  • size
  • material list in%
  • trademark
  • EAC mark
  • Manufacturer's warranty (where required)
  • date of production
  • Delivery number

In addition, for clothing and fabrics it will be mandatory to indicate:
  • list of materials (%) of the outer layer
  • model
  • symbols and instructions for product care

Footwear will instead require:

  • model and size
  • material list (%) of outer layer, lining and sole
  • product care instructions

For fur garments:

  • type of fur and processing
  • symbols and instructions for product care

For leather garments:

  • list of materials in% of the outer layer
  • model
  • product care instructions

The TR CU 017/2011 certification of conformity has a maximum validity of 5 years and is issued on the basis of test protocols that have been carried out no earlier than 3 years from the time of issue of the certification itself.

TR CU 020/2011 On electromagnetic compatibility
The technical regulation of the Customs Union EAC TR CU 020/2011 On electromagnetic compatibility establishes the requirements that devices must comply with in order not to cause and not to be subject to electromagnetic interferences.

Note, however, that this technical regulation does not refer to the use of radio frequencies, which are subject exclusively to the national legislation of each EAC Country.

TR CU 020/2011 is the only reference standard regarding electromagnetic compatibility in the EAC Countries.

All devices capable of generating electromagnetic fields fall under the EAC TR CU 020 declaration of conformity. The following products are excluded from this category and will be subject to the EAC TR CU 020 certificate of conformity:

  • domestic appliances
  • personal data processing machines
  • devices that can be connected to personal data processing machines
  • electronic instruments (including musical instruments)

The technical regulation TR CU 020 is often combined with other TR CUs, such as TR CU 004 “on safety of low voltage equipment” or TR CU 010 “on safety of machinery and equipment”.

The TR CU 020/2011 certification is issued with a maximum validity of 5 years.

TR CU 025/2012 On the safety of furniture
The technical regulation 025/2012 "On the safety of furniture" refers to the requirements of the furniture in order to be placed on the market of the EAC Customs Union.

The parameters considered to evaluate the conformity of the products are the following:

  • mechanical safety
  • chemical safety
  • hygienic safety
  • fire safety
  • electrical safety

The test tests will be conducted considering, first and foremost, the materials of the furniture structures (frames) and the materials of the upholstery. For furniture with built-in appliances, the relative certifications of conformity also must be provided (for example, for TR CU 004/2011 “on the safety of low voltage equipment” or TR CU 020/2011 “On electromagnetic compatibility”).

All pieces of furniture are subject to the EAC TR CU 025/2012 declaration of conformity with the exception of furniture for children, including furniture for schools and kindergartens; the aforementioned products fall under the EAC TR CU 025/2012 certificate of conformity.

The maximum period of validity of the EAC TR CU 025/2012 certification is 5 years.

TR CU 032/2013 " On safety of equipment operating under excessive pressure"
The present regulation applies to equipment operating under excessive pressure.

Generally, the products subject to the TR CU 032/2013 regulation are:
• Pipes and fittings for liquids, gases and vapors of various media with a maximum allowable pressure greater than 0.05 MPa and a nominal diameter greater than 25 mm
• Vessels for liquids and gases with pressure higher than 0.05 MPa
• Boilers for the production of hot water with a temperature higher than 110 degrees and for the production of steam with an excess pressure higher than 0.05 MPa
• Components and parts working under pressure

According to technical regulation TR CU 032/2013 all pressure equipment must be designed and manufactured in such a way that specific risks can be excluded.
The equipment subject to the TR CU 032/2013 regulation is divided into four categories:

1) Category I and II = The product will require a declaration of conformity;
2) Category III and IV = The product will require a certificate of conformity;

Once the type of compliance document has been established, the type of certification / declarative scheme to be followed to obtain the document must also be identified.

TR CU 037/2016 On limiting the use of hazardous substances in electrical and electronic products
The TR CU 037/2016 regulation contains safety requirements for the concentration of certain hazardous substances in electrical and electronic equipment in order to protect life, health and the environment. In addition to this, it allows to avoid misleading actions towards the consumer. The technical regulation specifies the maximum percentage of dangerous substances that a component can contain. (see table)

It is possible to issue the EAC TR CU 037/2016 Declaration based on the tests used to declare the product compliant with the European ROHS Directive.
If the products did not undergo these tests, it will be necessary to send samples of products to an accredited laboratory registered in the territory of the Customs Union, where the necessary tests will be carried out.

TR CU 043/2017 "On the requirements for fire safety and fire-fighting equipment"
As of January 1, 2020, there will be two types of fire safety certificates in Russia:
• Fire safety certificate
Federal Law n. 123-F, "Technical regulations on fire safety"
• EAC Certificate TR CU 043/2017 "On the requirements for fire safety and fire-fighting equipment"

This technical regulation applies to fire-fighting vehicles put into circulation in the territory of the Eurasian Economic Union. The fire-fighting vehicles and fire extinguishers are subject to certification or declaration of conformity. The technical regulation has been designed to protect human life and / or health, property and the environment from fires, as well as to prevent misleading actions by consumers. Here are some of the product categories that are subject to the TR CU 043:
  • Firefighting material
  • Firefighting equipment
  • Firefighting equipment components, such as sensors, control panels, power supplies
  • Technical devices working as parts of fire extinguishing systems, such as valves, compensators and filters
